Description
The successful candidate will support the preparation and development of graphics, briefings and multimedia presentations at a Navy Program Management Office. Preparation includes creating illustrations, diagrams, and charts, as directed. Material are to be prepared in accordance with specified formats, be free of errors, and submitted according to the schedule of the requestor.
The candidate will also provide Program Management support services to assist in the preparation and maintenance of management data inclusive of Project schedules and briefings.
Required skills include:
- Proficiency in Microsoft Office (Excel, Word, Access, Power Point).
- Extensive experience in developing high quality Microsoft Power Point presentations.
- Ability to “translate” highly technical information into laymen’s terms (or graphically)
- Understanding of Navy C4I afloat networks helpful
- Post and send out updates to team members
- storyboarding concepts for presentation development
Experience:
- DoD Acquisition program
- Space and Naval Warfare Systems Command (SPAWAR) or similar DoD command.

CONTRACTS ADMINISTRATOR / ACQUISITION SPECIALIST (PL CA10-02-22)
CONTRACTS ADMINISTRATOR Description
Successful Candidate will provide Contracts Management support to SPAWAR / Program Executive Office-C4I program offices.
- Assist in the development and execution of contracting strategies.
- Provide contractual policy and procedural input to SPAWAR/PEO-C4I Program Managers.
- Manage existing contracts and assist with the development of new contracts.
Responsibilities include but are not limited to
- preparing contract Modification Requests (MRs), Procurement Request (PRs) packages, Delivery Orders, Statements of Work (SOWs),
- track DD250s/Invoices, CDRLs and Deliverables.
- Assist with the document development for PR Packages/RFPs for new contract requirements.
- Participate in the development of common processes related to Contracts Management.
- Monitor deliverables and attending acquisition/contract related meetings.
- Provide daily customer interface as required including liaison with Contracts Directorate.
- Accompany Government customers on travel as required.
- Maintain a policy folder containing all DoD, Navy, and PEO policy pertaining to contracts, provide a summary of each policy and keep abreast of all new policies.
Acquisition Specialist Description
- Assist in the preparation and maintenance of acquisition and guidance documents.
- Provide Acquisition support in the Pre-Development, Development, Procurement and Sustainment Phases. This support includes developing acquisition documentation and associated briefs, advising management on acquisition matters, and assisting in acquisition related data calls.
- Maintain and update databases/spreadsheets to support program requirements. Includes data entry, problem resolution, and use of algorithms and other data analysis tools including graphs, pivot charts, macros and custom reports.
- Prepare and develop illustrations, diagrams, charts, graphics, briefings and multimedia presentations.
- Generate acquisition documentation to support program milestone decisions and direction for procurement.
- Assist program and financial team in the preparation and maintenance of POM/PR exhibits, briefing packages, Sponsor Program Proposals (SPP) preparation.
Experience Required
The applicant is required to have a minimum of 5 years experience in DoD contract/acquisition management, working knowledge of the FAR/DFARS, JCIDS and Planning, Programming, and Budgeting System. The candidate must be able to work with Government and military customers and is required to demonstrate applicable experience and expertise is this area. Must possess superior communication skills and the ability to multi-task in a fast paced environment Experience with the Navy, SPAWAR contracts, acquisition process, and financial management is desired.
Education Required: BA/BS in Business Administration or similar discipline.
Must be a U.S. citizen. Must be eligible to obtain security clearance. Active SECRET clearance is desirable.

Description:

NETWORK ENGINEER (PL VA09-11-30)
Description
Predicate Logic is looking for a dynamic self starting individual to join our Submarine Operating Authority Engineering team providing communications and network technical support for the U.S. Navy Submarine Force in Honolulu, Hawaii.
Duties and Responsibilities
- Assist Fleet personnel afloat and ashore in the troubleshooting and repair of legacy and IP based communications systems.
- Act as the liaison to the appropriate In Service Engineering Activity to ensure problems that cannot be rectified locally are resolved by outside personnel.
- Develop and provide test and evaluation support for new concepts, lead site testing, System Operational Verification Testing and other test events that require network engineering experts.
- Assist government personnel in maintaining strict configuration control of current and planned architectures.
- Participate in semi-annual Submarine Operating Authority Engineering reviews.
- Provide technical representation at meetings for the purpose of receiving Submarine Operating Authority technical information.
- Provide Network Administration of the Submarine Operating Authority Common Operational Toolset Servers.
- Provide on-site training via OJT and class environment.
Knowledge and Abilities
- Ability to configure CISCO routers and switches locally and remote.
- Expert knowledge of TCP/IP protocols, with emphasis on Multicast.
- Expert knowledge of Domain Name Systems (DNS).
- Expert knowledge of Network Architecture.
- Expert knowledge of routing protocols including OSPF, BGP and EIGRP.
- Systems Expert on email delivery, including all aspects of POP3 and SMTP.
- Must have expert knowledge of SMTP and POP Internet RFC’s and be able to fully support units utilizing the ETRN process.
- Demonstrated ability to interface with remote users via chat, telephone, Naval messaging and email to assist in troubleshooting.
- Cisco (CCNA/CCDA/CCNP/CCDP/CCSP), Microsoft (MCSA/MCSE), and security (S+/CISSP) certifications are strongly desired.
Experience
- Extensive experience with Submarine Communications, including all RF paths providing IP connectivity.
- Completed Submarine Watchstation Qualification as Radio Room Supervisor –or- Completed qualifications as Tech Controller/Special Circuits Operator and Communications Watch Officer at a Submarine Broadcast Controlling Activity. The ideal candidate will have completed tours in both areas.
- Industry Experience in the following:
- CISCO Routers and Switches
- Sectera Secure Wireline Modems
- Avocent series of KVM Matrix Switches
- Linux Systems Administration
- VLF/HF/UHF/EHF Communications Systems, to include WSC-3, DMR, Mini-Dama, USC-38(), and other submarine specific transmit and receive equipments.

- Configuration and daily maintenance of servers and associated devices.

- Possess a current/active Top Secret security clearance. Be eligible for SCI Special Access Programs.

INFORMATION ASSURANCE ANALYST (PL VA08-10-2)
Description
Predicate Logic seeks highly qualified Information Assurance Analyst to assist military and government customers to successfully navigate military/federal C&A requirements. This individual will be an integral part of our Information Assurance team that will be expected to anticipate & support the C&A needs of military/government customers with little supervision. With support from Predicate Logic’s Information Assurance team, the individual will be responsible for all facets of C&A, including: evaluating requirements, writing documentation, Beta I/II testing, implementing technical safeguards, and providing on-going lifecycle support.
The ideal candidate will possess the following qualifications:
Education and Experience
- Minimum 3 years experience in Information Assurance, supporting DITSCAP/DIACAP/DoDIIS C&A requirements on both COTS and GOTS systems.
- Military community experience (active duty military or civilian background).
- Bachelors Degree in a related discipline, or the equivalent combination of education, technical training, and commercial/military experience.
- Security certifications (CISSP, GIAC, etc) are desired.
Skills and Abilities
- Expertise with Federal, DoD, DCID, and US Navy IA policies/requirements.
- Developing C&A documentation and artifacts (e.g., SSAA, CT&E, SRTM, TFM, CONOPS, MOA/MOU, etc).
- Experience running and evaluating the results of DoD IA tools (e.g., Gold Disk, WASSP, SECSCN, etc).
- Evaluating and implementing technical safeguards to meet C&A requirements.
- Ability to develop effective white papers, technical analyses, and briefs.
- Trusted Agent experience is desired.
- Proficiency in Microsoft Office products (Word, Power Point, Excel, and Project) is required.
- Ability to qualify for a DoD Secret clearance is required (Top Secret is preferred).
